Is my brake caliper bad? 700

I decided to tackle doing my brakes for the first time. I have found it is not too hard but also have discovered the neglect! I suspect my brake shop has been putting on new pads and not taking care of the maintenance.

So my problem I have found is the dust boot on the right front caliper is torn and the piston will not move. I suspect it has been frozen for some time due to exposure to elements. I have not taken the dust boot off yet.

Is it time to get a new? or rebuilt? caliper?
If I can get the piston to work, can I buy a new rubber dust boot?

Also, the caliper pins were frozen on both sides (one on each)but am still working on freeing those. May have to buy new guides/caliper holders. BTW- I have Girling front calipers with ABS.
