Turn Signals dead; fuse keeps blowing 700 1990

I looked for an answer to this on the 700/900 FAQs, but couldn't find one that addressed my specific problem.

My turn signals suddenly stopped working yesterday, and so I checked the fuse. Sure enough, fuse #9 was blown. So I bought a pack of 4 replacement fuses, and installed one. It worked (the turn signals flashed) for about 4 minutes, and then they blew again while I had to make a turn at an intersection. I put another one in, and again it worked for a few minutes, and then blew again. So what is it? Is the relay bad? If so, which relay is it that I need? Or is it more complicated than that, and I need to find out exactly where the short is? Any info would be appreciated.
