87 240 no start after unused for 3 mos. 200

My '87 240 (250K) has been unused for 3 months. new battery was dead. After charging, car won't sart. I suspect lack of fuel. (spark plug examined - was dry after repeated cranking.) Car is faced uphill on sloped driveway and gas tank is near empty. I'm looking for some simple solutions that would be appropriate for a novice DIY.

Any thoughts or suggestions?
