Slipping overdrive 200

I have a 1979 240 in which the overdrive slips when agressively engaging the clutch into first or second gears. It will also sometimes start to slip under heavy load in first or second gear, for example going up a hill at full throttle. This problem seems to be worse when the car is cold, but this could be my imagination? I have already tried changing the fluid in the tranny to no effect. Is it time to look for a replacement OD unit? Or is this something that can be fixed with a partial rebuild kit like IPD sells, a new solenoid, or perhaps even cleaning the right parts? Any advice is greatly appreciated.
