Control Pressure Regulator 200 1980

I found an old posting from '98 which discuused how easy it supposedly is to rebuild/clean the control pressure regulator in my 1980 242 DL. On the underside of the control pressure regulator are four flat head screws. I could not remove any of these screws with a screwdriver or impact drill. I soaked the screws in lubricant on both sides, to no avail. I also tried flushing the intake and output ports on top but am not sure that I got is clean.
