How to repair rust through on floors 200

Matt, I see you live in Limerick,I'm over in Kennebunk.I think the Maine State inspection process is a joke!I brought my '86 240 wagon to one garage and it failed miserably,brought it to another and it passed.The second garage didn't even have a lift.
The previous owner had filled in some holes in the floor with "Great Stuff",you know that expanding foam shit in a can.Maine winters sure beat on the old Volvos though don't they?
I have had success using sheet metal,rivets,bondo,fiberglass,primer and undercoating to mend floors.Hell my winter beater probably floats.
