soft brakes 700 1988

My 740 GLE has been used minimally the last two years. About 5 thousand miles a year. Anyway, I got in the car the other day to find a soft brake pedal. I changed the braked fluid with DOT 3 thinking that either air or water was in the braked lines. The problem isn't quite as noticable now, but still excists. I think either the master cylinder is going or something is wrong with the calipers.
How do you tell if the caliper slides are not working correctly?
