No Start 700 1989

To relieve pressure from the rail, I always crack the two bolts at the top of the rail near the fire wall, I disconnect the battery and get an absorbant rag to catch the fuel. Have you checked to make sure the fuel pump is pumping fuel initially (before cranking)? You should here the pump below the drivers side before you crank over the engine. Check relays/fuses as well just in case its that simple. Hope this helps.
