ECU BAD??? Not grounding... 200 1983

Here we go again... Replaced LOTS of things and still no start. Traced that the ECU was not grounding. I cleaned all of the contacts around and on the ECU. I cleaned and tested the engine grounds... all good. The ground wires going to the ECU are good. Jump the ground at the ECU and it starts. Is there anything I can do about the ECU... can you re-solder inside like the relays? If not, where is the best source for cheap or used ECU's?
