Recurring downpipe leak 700 1989

Hope someone can help me solve for good the annoying leak at the flange joint between the exhaust manifold and downpipe.I've had to replace this gasket every year for the past 3 years. This time around I plan to do it myself. I don't think it's the gasket (new one put in Mac) and I've already tried tightening the joint while jacking up the downpipe.

I have two 15mm nuts and a 17 mm bolt at the flange. If I'm correct there's supposed to be 3 stud with 3 nuts? The leak BTW is near the nut.

I plan to get a new gasket, new nuts. However I would appreciate any opinion whether my problem is due to the bolt or the downpipe (the downpipe isn't OEM)

If you think it's the bolt can someone advise me how one put in a new stud? The size if possible? That might seem obvious to some but studs is uncharted territory for me.
