If the relay is located in that model year in the same place as mine ('86 245) it is clipped behind the driver's side kick plate to the right of the accelerator pedal - it is about a 1 inch cube right behind the center front console.

I also wonder if something may be grounded out somewhere...

sometimes the fuse connections become corroded and lose their function... try a light sanding of the turn signal fuse connection.
