Lamps of a different brand or age can confuse the bulb failure relay. Any difference in current-draw between two lamps on the same circuit will cause the bulb-failure light to come on. This has happened to me when I replace a lamp with an old but otherwise good lamp.

Try replacing both brake lamps with new ones of the same brand.
