Low Beam headlights both out 200 1992

My wife initially reported that one headlight was out (along with a bulb failure warning). Next day both headlights are out with no bulb warning. Now I have retruned from a business trip and have briefly looked at the car and it appears that both healights are out in low beam but work in high beam. I suspect either a faulty headlight relay or the bulb failure unit.

Have looked for the headlight relay (its under the steering column isn't it?) but can't find it. Visual inspection of the bulb failure unit looks OK. One of the relays in the center dash under the radio seems to actuate as the headlight switch is turned from off to parking to headlights. Headlights also won't stay in high beam. Could it be the switch in the 'stalk' ?

Any suggestions before before I waste too much time?
