Fuelpump electrical question 200 1988

1988 240 225K

My son reported a no start situation on his 88 DL (away at college). When he placed a jumper between the 4 and 6 fuse he did not get a pump run. He went back later and the car started and ran fine.

When placing a jumper between 4 and 6 on the LH cars is it the same as running a direct 12v to the pump? He tried replacing the fuelpump relay and theheavy red wire that feeds the relay has good clean contacts and the fuse is good. It is the original pump on this car and I am assuming at this point that the pump just hung up due to a bad contact internally.So with the jumper in place am I feeding the pump 12v direct? Thanks.
