Lack of Fuel Pump and Relay noise 700

I've gone through FAQ and some posts that say I should be hearing a noise under the drivers side when I go from off to the II position with key w/o starting. However I am not hearing anything. My question is should I hear some noise every time? I would think that the system stay presurized and I should only hear the pump presurising if I messed with the lines. Correct? If not, what could be causing the prob?

P.S. Just pulled off the FP-Relay and the solder points look good.
