Blown fuse; stalling 700 1988

I recently purchased an '88 740 Volve GLE Wagon. Sometimes, when I put in the clutch the RPM's fall too rapidly and stall. (Normally it idles around 8-900 RPM's. I hesitate to let my wife drive it (although she wants to!) until I get this fixed. What is the fix for this problem?

Also, I keep blowing the 15 amp fuse that runs the turn signals, power windows and AC. Because of the cool weather, I am no longer using the AC, but I still am blowing the fuse. Consequently, I cannot get the power windows down to signal when I am turning, which is very dangerous in Columbus, OH. I tried going up to a 20 amp fuse, but that blew also.

This cannot be an uncommon electrical glitch. I expected to have them from other Volvo owners. How is this one fixed?
