seat belts exhaust manifolds 200

Ok two questions.

Has anyone ever paid for a new seat belt? If so how much?
By seat belt I mean front driver side 240 wagon non turbo 84.
I am thinking junk yard for this one but not sure if they can legally sell one.

And for a b23 non turbo is it worth the money to upgrade the exhaust manifold? If yes does anyone have a link. I am not looking to win Indy with this baby, just a few more miles per gallon:) Will the plumbing from a 240 work or will I have hook up porblems?
