What should the mixture be at idle vs. hwy speed? 200 1989

I was curious about my mixture while driving and idling so I connected a wire to the O2 sensor and fed it into the passenger side (The O2 sensor is still attached). The volt meter reads about 0.1 to 0.2 while idling and goes to about 0.07 when driving at hwy speed. I'm getting good gas mileage (about 22mpg) and the car sounds good at speed. It sputters a bit a idle.

I have heard that at idle it should oscillate between rich and lean, I think that would be around 0.5 volts. What should it be at driving speed?
