killer cigarette lighter..... 200

Hello, I'm usually in the 700 series posts, but...

My friends B23FT just came to a complete standstill after pushing in his cigarette lighter.The car died, and the only electrical that presents itself are the headlights. No noise from starter, no nothing.
He is fairly knowledgeble about the car, but had to blaze off to work, so I'm posting for him.

Is there a main fuse/relay that could have gone? The black one under the hood near the coil, perhaps?

Any suggestions are appreciated!!!!Josh
