b23f camshaft and pulley 200 1983

I was interested in replacing my stock cam with a vx cam from IPD...Through reading I've learned taht the VX adds more highend power but by getting the adjustable cam pulley The cam timing can be retarded to gain some low end power....Is this a good Idea or counter-productive?.....Also how big of a pain in the ass on a scale of 5 is this procedure?...with adjusting the cam shims?...This is the first time I've worked on an overhead cam setup and it seems too easy to be true.
