another NOx emission failure 200

My 245 failed our Ohio E-check today after passing with flying colors just two years ago. Ohio added the NOx emission check this year and a number of older Volvos are failing according to my local guru. My numbers were:

1900/1311 allowed on the NOx
1.46/1.16 on the CO.
HC reading was with specs.

Anyway, I ask him about a new cat converter since I don't know the age of the one on the car now. He says he can get it right from the "top end" which I guess means timing, mixture control or some other adjustment. The car is running great, good gas mileage, smooth idle, etc. I don't see a need for plugs, cap, rotor at this time and yes, I had the car to full operating temp when tested. I will post the results in few days so that someone might benefit from my experience.
