Fuel Pump Relay 200 1982

Went to start my 82 DL (CI) after replacing a dead battery. The car would start and go dead immediately as if it had no gas. I checked the fuel pump and it was not running, so I checked the relay and it was not operating. I checked it for cold solder joints (fixed it once before) and all was ok. The relay would not operate on the work bench with 12 volts across the winding pins. What I found out was the car would not start with relay contacts forced on (killing spark?) but would start with relay normal but stop because of no fuel flow. Also when I force relay up with ignition off my warning lights glow dim!.Have the electronics in the relay assembly failed?
