The real purpose of the padding is to get in the way of removing the wiper-motor. Sound insulation? Come on! Everybody knows that's why cars have stereos!
Its just like those sheetmetal pieces on exhaust systems. They CLAIM those are "heat shields", when everybody knows these things are REALLY "Annoying Phantom Rattle Generators" --Dealer Mechanic: "I dunno, Mrs. Smith, sounds like your APRG is outta whack...that'll $375."
