Mysterious vacuum problem Please HELP! 140-160

Phil is right - he has to stop "rebuilding" the engine and hoping, and diagnose the problem and fix that. An inline six with a mild cam should pull about 18-19 inches of vacuum. As I mentioned before, if the needle on the gauge is steady, the problem is more than likely external, if the cam timing is correct, and he should confirm that. If the mechanic is a domestic car type, perhaps he has the valve clearances too tight?
