Big power from a B23F? 200 1984

What would be a good estimate for the most power one could squeeze from this engine? I could rebuild it and do all other work myself with the aid of my motorhead friends so there'd be no real labor cost.
I'm thinking with new intake, throttle body, ignition, header, high-flow exhaust, maybe ported and polished etc. etc.
And how possible is the DOHC conversion on this motor? I would assume that either converting to a turbo or getting a new engine is the *best* way for more power but is that the "better" alternative to NA? Thanks for any help.
