can cold affect starter/alternator?

I tested my (1 year econo) battery just before the cold snap. It was fine. The next cold morning it had a slow crank. I think the cold crank amps are between 400 and 500, below 500 for sure. Do I need to replace it? Can cold affect other starter parts?
