Cowl Vent Cover (Accessory) — Reduced Air Flow? 900 1993

I put one of these Vent Covers on last spring, but am just now starting to use the heater. After years of driving 240s, I noticed the 940 needs the fan a lot more than the 240s did. With the 240 there was enough "ram air" (no fan) at speeds over 35 or so.

My question is: Does adding this vent cover, cutting intake area by 75% or more, choke down the road speed air flow?
Even though it appears to have a "scoop" effect (as mentioned in IPD's earlier ad copy)?

Or does the 940 ducting just not flow as much as the 240 system?
