will a head from a b23 fit and be able to be used my B21? 200

The B23 is almost certain to be an LH-Jet head, so will not work with your K-jet parts. The cost and hassle to convert to LH-Jet to suit the head would be more than your car is worth. Best to find a sound B21 K-Jet head.

Due to a stripped plug hole, I got a B21 head rebuilt at a big cylinder head specialist shop (Central Coast Cyl. Heads, Atascadero, CA). Cost was $250 including the welded and retapped plug hole, a complete valve job (3-angle), new seals and a slight skimming to true up the gasket surface. It looked like a new unit, and they even got the valve clearances right. This may give you a $ reference point in case a used head needs to be brought up to par.
