Update: Slow return to idle (maybe) fixed 200

I dont know if someone covered this with you, but I have an 82 CIS that had the same problem and it drove me crazy. If you have A/C check the temperature control device on the dash for a broken microswitch on the back of the unit. If this switch is broken it tells the computer to raise idle even if it is in the off position. The A/C will not be active since the knob is in the off position but the control wire is telling the computer to raise idle to 900 rpm for A/C operation. I had to crazy glue back it together and has worked fine for the last two years. Hope this helps.
