Overdrive relay question 200

Is it possible for the OD dashboard indicator lamp be working (orange arrow lamp switches on & off when switch on shift lever is clicked on & off) if there is a short someplace else that keeps the transmission locked-out of fourth gear?

A few months ago, I replaced the overdrive relay in my daughter's 240 w/automatic transmission. Shortly after she complained that it was blowing fuses intermittently.

She just called to say that the OD switch, and indicator lamp, and relay seem to be working okay but it didn't shift into 4th for about 3 hours on the freeway. I advised her to check the fluid level and it appears to be okay, too. I told her to add a half quart anyway but it didn't help.

I don't want to believe that the transmission is faulty. Help!!
