Coolant Temp Sensor 200 1981

I located the temp sensor for the CIS, red and blue wires. Removed the sensor, and at room temp I get much higher reading that 2100 to 2900 ohms. I get 8.5K ohms. If so, then I figure the system thinks it is much colder than it really is, making the air fuel mixture much too rich. This would result in a high HC reading and also a shaky idle if the CIS ECU erratically controls the air control valve.
I have another temp sensor coming. I hope it reads differently and solves this problem.
