runs very rich 700 1987

Hello, seeking help. My 1987 740 turbo runs very rich at all times. So rich that it fails hydrocarbon emissions test. Replaced catalytic converter which was just totally clogged. Have replaced O2 sensor. Could it be the temperature switch which tells the computer the engine is cold? Had a similar problem although not as severe on another vehicle and changing the temperature sensor got the gas mileage back. Engine runs ok until higher rpm's then it gets flat and bogs woen unless you feather the pedal. Help????
