240 hood won't open 200 1980

When I pull the hood release (the big white plastic handle), the sheath that covers the hood release cable slides in its clips on the fender (the clips aren't damaged in any way) and the release handle just pulls into the footwell and is no longer attached to the firewall. When I use my hand to move the release latch on the hood striker catch, it seems to move fine, so I suspect the cable is bound up inside the sheath. Has anyone run into this problem? Any advice? Is the cable replacement just a matter of removing the whole release cable/sheath and running a new one in? Any advice is appreciated - Thanks
