Engine vin code '82', in the US? 200

Yeah, LH 3.1 is possible on a US spec 90s 240s. The Bentley lists the engine code for that (it is different than the LH 2.4 engines).

Yes, you can get some interesting bricks stateside via the Tourist/Diplomat delivery program. Or someone could just be persistant/sneaky enough to try and get in a Euro spec car. Bill gates got his Porsche (959 was it?) in, I know someone who got some frightening Renault R5 turbo rally thing street legal. It happens. :-D
