cold idle.. help needed !! 200 1989

I am new here. I live in Gilroy Ca. USA Just got this car as is.
I am tying to get an 89 240DL running right. I am having cold start issues. I changed the coolant sensor with a new one. All vacuum lines are new. New plugs & wires (gapped at .030) IAC seems to be working too. O2 sensor works ok.
**I did a test. After re-starting the car many times.. it barely idled.
If I place my hand in front of the air meter, it runs great and likes throttle input too. This richen the mixture. If this is the case, then what is my problem?? I am confused.
**Oh, when it warms up, it idles too high
