E-codes revisited...H4's installed but... 200

Hey all,
I finally got the adapters and bulbs installed but the light output is aweful and I can barely see 10 feet infront of me. Obviously something is wrong. However, when I flick on the brights the road is illuminated very well with bright white light as what normal beams should look like. When I flick in the switch and and hold it (to switch back to regular beams), the bulbs intensify a bit more. What is going on here? I have the IPD wiring harness rigged up, so is it possible that it's wired incorrectly where the "brights" are indeed the regular beams? I drove with the "brights" on and no one gave me a signal and I don't think the E-codes are for left-handed driving (bought in the Netherlands). Granted I've heard mixed reviews of the IPD harness, so maybe to trouble shoot remove it and start from scratch?? Soo frustrated!
