Washer Fluid Squirter Not Working - HELP 200 1984

I'm having some issues with my squirter (on the car that is). I have replaced the pump with a known good one, checked the wiring near the resevoir, cleaned and checked the ground connection, cleaned and checked the fuse. It will sometimes work, but mostly it doesn't. I can't hear the pump running either when it's not squirting. I should note that it's pretty cold here (Alberta) but they have always worked for me in the past. I want to know if anyone else has encountered a similar problem. Any tips on where to start would be greatly appreciated - I'm lost.
