throttle 1800

My idle isn't exactly consistent. It is not all over the place but it does not stay in one place. Often after I run the car hard the idle will remain around 2000rpm. I pop the hood open then and make sure the throttle cable isn't stuck, and it isn't. So what can it be? Vacuum leaks aside, could it be something with the butterfly? So what I really want to know is what kind of maintenance should I do to it? Also, I did a continuity test across it, and I read that every to degrees the throttle position sensor should read as a "short out," I never got this, what's up with that?
