Bulb Failure Sensor? 900 1995

Our bulb our warning light is acting very strange on our 95 940T. When you start the car the light stays on which generally indicates a front headlight is out. In the past if the brake light was out it would only cause the light to come on when you step on the brake pedal. Now it comes on without steping on the brake pedal, but when you step on the brake pedal the light starts to flicker and then goes out all together and stays off until the next time you start the car.

I am guessing this is the Bulb Failure Sensor starting to go bad, but could it be a weak light bulb or dirty connection somewhere?
