heated seats + relay 700 1986

Hello. I have been trying to get my heated seats working and while looking at the seat switches I had to take out the plastic trim around the handbrake and I noticed there was a relay tucked down the side of the handbrake. What is this relay for? I realise that it is not for the heated seats as mine are cloth.

I checked the wiring to the seats and there was a few breaks one where wire connects onto what I can only describe as like a string like wire and one that crosses over the thermostat, there was no breaks at bottom of thermostat. My seats are cloth and they still dont work so I guess it must be the thermostats as I have tried the fuse. What is the lowest temperature that they come on, or do they work no matter what the temperature is? I also cleaned the switch internal copper conections. Thanks James.
