Failed State Emissions 900

My '92 940 B230 failed emissions with bad NOX. Normally failed NOX is a bad Cat.The Cat. is less a year old & 10K miles on it. A tech. said it could be the flame trap box (it has a year old flame trap, but the box has Not been cleaned out). I called Volvo and they said it could Not be the flame trap box, it should be the Cat. I'm getting a new Cat. free next week, I hope it works. If Not I'm going to clean out the box. To remove it, I saw 3 bolts holding 'U' shape metal ring on the box. Do I just remove the 3 bolts and take out the box and clean it with brake cleaner? Or is there more to it?
