960 Wagon Warning Flasher/Turn Signal Problem 900 1996

A few days ago I was waiting for my wife outside a shopping mall and turned the warning hazard flashers on. After a few minutes, the flashing stopped and both lights stayed on. After turning the hazards off, I noticed that the right turn signal would stay lit and not blink when I switched it on. I checked all fusebox fuses and relays and all are good. Interestingly, when I pull the fuse labeled "RIGHT POS. /PARK. LAMPS" [Fuse #11], the hazards and turn signal indications flash normally. After searching the forums for similar problems I was leaning towards the hazard switch/relay being faulty. But after seeing the results of pulling that fuse I'm not so sure. Please help! Thanks.
