240 Wiper motor not working properly /switch not turning off 200 1985

The first problem that I had was the wipers would not turn off, and the only way I found to turn them off was unplugging in the steering column. That was tolerable, but now the wipers don't work properly. The passenger side wipes below the actual windshield, and the driver often goes off and wipes the side mirror. Sometimes they work properly, although slow, and sometimes they go in the above positions, or in random places (center 1/3 of glass).
I tried to fix the first problem by getting several (4) switches at the local junkyard, but I still have the constant running problem. I read in other forums about a intermittent wiper relay at the drivers left foot, that can fill with water, and cause it to not shut off. I believe this to be a factor because the person that installed the windshield did a poor sealing job.
With the wrong postitions problem, I think it may be stripped?
