Another O/D problem 200 1983

Where exactly behind the dash is it? Once I am in O/D is stays in until I have to take it out. The problem is getting it to shift. If I can get to the freeway before the car warms up I can get it to engage almost everytime. It always sounds like it is going to shift but doesn't.
