1982 Volvo Cold start problems... could it be? 200

I am not a mechanic by any imagination...but I have done some work on my 82 volvo 240. I recently have done a complete tune up and am still having problems with the car starting. The car takes approximately 1-2 minutes of cranking and pushing the gas to the floor to get it running in sub 30'F temps. In the summer it still takes about 10-15 seconds to start. I took the car to a local garage and they said that my fuel injector o-rings were shot and that vapor lock was causing the starting problem. I was wondering everyones thoughts on that. The reason I ask, is because I am going to take it to the dealer next week to get serviced and I don't have a lot of money...so if it isn't the o-rings, I dont want to blow $100 on replacing them.
