Gas Mileage on a 740 700 1990

I'm a new owner of a 1990 740 GL Wagon -- no turbo of course. What kind of gas mileage should I expect? I drive primarily on the highway at 75-80 MPH, but being from NJ, I encounter a fair amout of traffic. In the 3 weeks I've had the car, I've averaged about 24 MPG. Is that good, bad or normal?
