Can't get Speedo drive gear housing back in with new O-ring 200 1985

First time for everything, they say. I've never had to do this one before, and it has me stopped.

The new O-ring just seems too fat to compress in the space available. I know it's not, but don't know how much force to use, nor how to apply it.

I tried tapping it, using an 18mm socket which is a good fit on the top of the (plastic) housing. But that only got it partly in place — part of the O-ring (circumference) was still out, and looked like it would be sheared off if I continued. (Tapping had become pounding.)

Any suggestions, tips, or tricks would be much appreciated.
