power windows on 1975 164E Volvo 140-160

Both windows stopped working simultaneously. The fuse is good however no power is getting to the rocker switches. This makes me think that the relay went out. Where is the relay? It is not in the position of a early model 242 which is behind the center console near the glove box. The rocker switch relay wires go direcly into a large sheathed wire bundle which heads over towards the fuse panel and main wiring harness. It seems that its location is unique to the 164E. This can't be that hard to figure out but I am at a loss. I have never seen this problem before and I have daily driven the car for over 11 years. I don't want to tear everything apart to find that it was something easy to fix.
