intermittent idle speed changes 200 1988

Wanted to see if anyone had any ideas on an idle that will run great and then without warning jumps to anywere between normal and 3000rpm then back again to normal. Have tried a known good idle valve and mass airflow sensor with no changes. A friend said it might be a wiring harness. Has anyone else had this? and if so and it was a harness where was the bad part of the harness found? I have tried moving the harness around and was unable to change the idle speed.
