Irratic idle at startup 200 1981

My 1981 244 has an idle problem. After it starts, it runs fine (about 1000 rpm) for about a minute, then begins to rev between 500 and 2100 rpm for about two minutes. After these two minutes, the car idles and runs fine. This problem is worse in cold weather and after the car has been sitting for more than a few hours. I heard that this problem was common among older 240s and could not be fixed. Any ideas? Thanks
